General Information
The Business License Tax Unit of the Treasurer-Tax Collector's Office located at 224 W. Winton Ave, Room 169, Hayward 94544 is primarily responsible for enforcing collection of business license taxes and issuing licenses to people engaged in business activities in the unincorporated areas of Alameda County as prescribed by the Alameda County Ordinance Chapter 3.04.

Business License Tax

  • canvass unincorporated areas
  • audit gross receipts records of selected businesses
  • apply court actions to obtain judgment for non-lienable delinquent taxes and bad checks
  • receive and deposit business license tax collection
  • skip trace to locate subcontractors
  • attend appeal hearing to present facts

Utility User Tax

This unit is also responsible for the administration of Alameda County Ordinance number 0-92-76 which includes the following services:
  • enforce all provisions of the Utility User Tax Ordinance
  • receive and deposit tax collections remittances
  • determine the eligibility of any user claiming the right to exemption from the tax
  • collection of unpaid utility user taxes
  • notify the utilities of any annexation or other changes in the county's boundaries.
