The County Board of Supervisors established the Household and Small Business Hazardous Waste Collection Program in 1989. In 1996 the program completed construction of its third and final permanent waste collection facility. These facilities are located at 2091 West Winton Avenue in Hayward, 2100 East 7th Street in Oakland, and 5584 La Ribera Street in Livermore.
The program operates on a rotational schedule with one facility open usually 3-4 days per week. The disposal of household or hazardous waste generated "at home" is available as a drop in service for most of the program's operating hours. A limited number of appointments are also available for individuals that prefer a scheduled time to the convenience of dropping in. Services are available 50 out of 52 weeks per year.
The small business component provides service to that sector of the business community that generates hazardous waste and meets the federal definition of a Conditionally Exempt Small Quantity Generator also known as a CESQG. The program enables small businesses to maintain compliance with rigorous state and federal regulations while benefiting from the economy of scale large businesses enjoy through volume discount pricing for waste management. The CESQG service fee reflects costs incurred by the county to properly dispose of the accepted waste. CESQG service is provided by appointment only.
